The film introduces bands such as Silly, Chicorée, San...。本片根据五十岚贯久同名小说改编。 所谓交涉人（谈判者），即指通过掌握犯罪分子的心理，用谈判的形式与罪犯周旋，以解决案件的警种。为了对抗日益严重的欧美式犯罪，日本警视厅增设了交涉人这一部门。石田修平（三上博史）就是一名交涉人，他曾在FBI供职，具有丰富的破案经验，与美丽的女探员远野麻衣子（鹤田真由）为师徒关系，然两人默契的合作却遭到同事的猜疑和诽谤。远野因此丢到交涉人的职务，蜷居资料室中。 某天三名罪犯闯入总合医院，劫持47名人质。籍由此案，石田和远野这对阔别已久的搭档再次走到一起……。早在远古，人类曾与人类以外的种族，也就是所谓的妖怪之间，发生过多年战乱。人类取胜后，妖族们答应不再使用特殊能力，彻底服从统一管理。于是，人类与他们共同成立了一个组织，并修订了一份详细的资料集。这个组织称为山河图，而那份资料集就是著名的《山海经》。。
