电影讲述的是省委组织部选调生马兰志愿回到家乡工作。刚到家就遇到一件棘手的事：因修建高速公路要拆迁村民胡锡金家养鱼池的看鱼棚。身为村主任的二叔马在全在做拆迁工作时，被胡锡金的小儿子胡啸打伤。马兰认为马在全即使是依法强拆，也会伤害干群之间的感情。同时，她发现村里80多名无职党员的先锋、模范、带头作用观念淡薄，导致村“两委”的号召力不足。马兰借鉴武穴市武穴办事处“百名无职党员领百岗诺百责”的经验，把村里无职党员的作用都发挥起来，让村“两委”从繁琐的社会事务中解脱出来，一心一意谋发展。。We take our liberties for granted.
